The Project
e2m was engaged to assess potential offset properties and develop Offset Area Management Plans (OAMPs) for the Logan to Gold Coast (LGC) Faster Rail Project.
The project required offsets for four Matters of National Environmental Significance (MNES) significantly impacted by the development: koala, grey-headed flying fox, regent honeyeater and swift parrot.
e2m’s role was to assess potentially suitable offset sites and design management plans that would deliver measurable conservation outcomes, ensuring compliance with Commonwealth environmental approval conditions.

Our Approach
e2m commenced the project by conducting comprehensive offset suitability assessments across potential properties. These assessments included targeted fauna surveys, weed and pest evaluations, and habitat condition analyses to determine ecological value and offset potential.
Leveraging our extensive experience and deep regional knowledge, we developed a customised habitat quality assessment methodology tailored to four Matters of National Environmental Significance (MNES). This informed the design of offset management measures aimed at enhancing habitat quality over the life of the offset.
These assessments laid the foundation for the development of Offset Area Management Plans (OAMPs) for two selected properties, ensuring alignment with both Commonwealth and State requirements.

Outcomes
The two Offset Area Management Plans (OAMPs) developed by e2m were successfully approved as part of the project’s overall environmental approvals, a significant milestone in balancing biodiversity impacts with long-term conservation outcomes.
