The Project
e2m was engaged to support the proposed mining at Glencore’s Rolleston Open Cut (ROC) coal mine, encompassing two distinct components:
- Stage 2 of the previously approved Rolleston Coal Expansion Project (RCEP); and
- The Spring Creek North Continuation Project (SCNCP), a new component pending approval.
Our scope included comprehensive ecological surveys and assessments to meet both State and Federal regulatory requirements. This involved offset evaluations, habitat quality surveys, MNES impact assessments, and preparation of Offset Area Management Plans (OAMPs), as well as inputs for an EA amendment application and a Public Environment Report.

Our Approach
e2m developed a dedicated ROC team that worked across both components of the Project. This approached allowed e2m to navigate complex project intricacies and provide the client with a single point of contact for changes and project updates to ensure consistency and prevent knowledge loss. Leveraging over a decade of experience on Queensland’s most complex projects, we brought deep commercial acumen, regulatory insight, and stakeholder engagement expertise.
Outcomes
RCEP Stage 2:
- Offset assessments and OAMPs prepared by e2m were approved by both State and Federal governments.
- SCNCP:
- All required terrestrial ecological inputs for EA amendment and the Public Environment Report were delivered on time, maintaining critical project timeframes.
- Final approval is pending, but e2m’s proactive delivery has positioned the project for success.
