The Project
To support the environmental approvals process, e2m were engaged to develop a comprehensive Biodiversity Offset Strategy that meets both Commonwealth and WA regulatory requirements. The project involved potential impacts on the greater bilby- listed as a Matter of National Environmental Significance (MNES).
Our Approach
e2m brought together a multidisciplinary team of ecologists and offset specialists to deliver a strategy grounded in scientific rigour and policy alignment. We utilised baseline ecological and impact assessments and applied both the EPBC Offsets Assessment Guide (OAG) and the WA Environmental Offsets Calculator (EOC) to quantify offset requirements. These tools helped evaluate habitat quality, time to benefit, and risk of loss—ensuring a robust and defensible offset framework.
To deliver meaningful conservation outcomes, e2m proposed a managed fund supporting actions across the Nyangumarta Warrarn and Martu Indigenous Protected Areas. The strategy included clear performance criteria, stakeholder engagement pathways, and a transparent budget and timeline.

Outcomes
e2m’s delivery of the Biodiversity Offset Strategy has established a structured and well-supported pathway for ecological approvals. By integrating updated ecological assessments, offset calculations using both the EPBC and WA offset tools, and clear justification for species-specific avoidance measures, the strategy serves as a critical input into the environmental approvals process. The proposed offset framework – including a managed fund to support conservation actions across Indigenous Protected Areas demonstrates a forward-looking approach to biodiversity stewardship. This collaboration highlights e2m’s commitment to technical excellence, transparent stakeholder engagement, and enabling sustainable outcomes for complex resource projects.
