Welcome to the Flock: Colleen Spalding – Principal Spatial Officer

Colleen recently joined e2m as a Principal Spatial Officer with a 20+ year career shaped by large‑scale, complex projects and a deep appreciation for how strong systems, collaboration and people come together to deliver high‑quality outcomes.

With experience spanning government, Tier 1 design consultancies and specialist advisory firms, Colleen brings extensive end‑to‑end project experience -from early planning and approvals through to delivery, reporting and long‑term outcomes. Her background enables her to bridge disciplines, support teams and give clients confidence that work is being delivered consistently, defensibly and with care.

A career built on complexity and scale

Colleen’s career began in government, where she gained early exposure to environmental regulation, compliance and spatial analysis. That foundation led her into consulting, where she spent more than a decade in senior GIS leadership roles across major infrastructure, mining and energy projects throughout Queensland and New South Wales, including work with Tier 1 design consultancies and specialist advisory firms. Along the way, she also helped establish GIS functions from the ground up in emerging regulatory environments, building teams, systems and workflows to support consistent, high‑quality outcomes as projects scaled.

One of the most defining chapters of her career was a seven‑year involvement in a major linear infrastructure project, where she led on‑site GIS operations across multiple phases of delivery. Embedded within project teams and client organisations, Colleen supported data management, spatial analysis, quality assurance and coordination across multiple design houses and contractors, helping deliver a central, reliable spatial “source of truth” used across the program.

“That experience taught me the value of understanding the full project lifecycle,” Colleen explains. “When you understand how decisions made early on affect delivery, reporting and long‑term management, you can make smarter, more resilient choices.”

This exposure to scale and complexity sharpened her focus on consistency, transparency and quality -principles that continue to guide her work today.

Translating complexity into clarity

Throughout her career, Colleen has worked at the intersection of ecology, spatial science and environmental management. She has supported projects requiring careful navigation of regulatory frameworks, evolving legislation and high stakeholder scrutiny, designing and implementing spatial data architectures, governance frameworks and reporting systems that support consistent data management, quality assurance and defensible regulatory and operational delivery.

More recently, Colleen worked in the offsets and carbon space, helping establish systems and processes in an emerging area shaped by new legislation and evolving guidance. Working closely with landholders, regulators and technical teams, she helped translate complex requirements into practical, workable outcomes.

“I see a big part of my role as helping teams and clients understand the ‘why’ behind the work,” she says. “When people understand how their contribution fits into the bigger picture, the quality of outcomes improves.”

At e2m, Colleen works closely with Danielle to provide leadership across project delivery, quality assurance and mentoring. She supports teams to work efficiently, document methodologies clearly and maintain the high standards clients expect -particularly on complex, multi‑disciplinary projects.

“At the end of the day, this work matters because it connects people, places and outcomes,” she says. “That sense of purpose is what keeps me motivated.”

A key focus for Colleen is improving workflows and embedding automation to strengthen quality control and assurance. Drawing on experience from large, complex projects, she is particularly interested in identifying where repeatable processes and emerging technologies can be applied thoughtfully to streamline workflows, reduce manual handling and improve consistency and quality across delivery. “Good workflows help teams work more confidently and more efficiently,” she explains. “Clear, well‑supported processes strengthen QA/QC, make work easier to replicate, and ultimately give clients greater confidence in the outputs.”

Why e2m?

For Colleen, joining e2m was about finding a consultancy where spatial thinking is embedded across teams as a core part of planning, strategy and decision‑making – and where people and quality are genuinely valued. “What stood out to me was e2m’s people‑first culture,” she says. “There’s a real respect for different disciplines and a shared commitment to doing good work, not just getting things done quickly.” In her role as Principal Spatial Officer, Colleen is focused on supporting teams, strengthening processes and ensuring GIS directly supports environmental and operational outcomes, delivering integrated, high‑quality results clients can trust.

Outside of work

Outside the office, Colleen enjoys singing in a local choir, exploring new technologies and automation approaches, and travelling -particularly to places where she can get outdoors and go hiking. She values strong team culture, clear communication and genuine working relationships across disciplines, both in and out of the workplace.
